Call for Proposals for the Final External Evaluation of the Project

The Ecumenical Humanitarian Organization (EHO) invites independent evaluators and evaluation teams to submit a proposal for the implementation of the final external evaluation of the project "Social Inclusion for a Dignified Life of Roma and Other Vulnerable Persons in Serbia 2023–2026".

The evaluation shall cover the entire project implementation period, from January 2023 to December 2026, and assess the achieved results, overall performance and contribution of the project to the improvement of the social inclusion of Roma and other vulnerable persons in Serbia.

Engagement Period

The evaluation will be conducted in the period September–December 2026, with an expected engagement of 20–25 working days.

Requirements

Eligible to apply are independent evaluators or evaluation teams with relevant experience in evaluating development programs, in particular in the areas of social inclusion, human rights, anti-discrimination, inclusive education, housing, local governance and civil society development.

Candidates should have at least five years of relevant experience, namely, in evaluating projects funded by international donors and a proficience in combined application of qualitative and quantitative methods. The candidate or team members must not have any involvement in the design or implementation of the evaluated project.

Application Documentation

Interested candidates should submit:

• Technical proposal;

• Financial proposal in RSD;

• CV of the evaluator or team members;

• Two references for similar evaluation engagements carried out in the previous five years;

• One example of a previous evaluation report or executive summary, in accordance with confidentiality obligations.
