Open call for bids for proposals for the production and delivery of gift / cash cards

We announce a call for bids for the production and delivery of gift / cash cards within the EHO project "Humanitarian Assistance and Protection Related Interventions to People on the Move in Serbia" funded by HEKS / EPER Swiss and Swiss Solidarity Foundation.

The Ecumenical Humanitarian Organization (EHO) is one of the leading civil society organizations in Serbia, which through practical activities contributes to building a just society in which differences are respected. EHO target groups are vulnerable and marginalized groups whose human rights have been violated and / or discriminated against.

The goal of the project "Humanitarian Assistance and Protection Related Interventions to People on the Move in Serbia" is to contribute to reducing the vulnerability of migrants in reception, asylum and transition centers in Serbia through direct humanitarian aid and providing access to psychosocial support by organizing occupation workshops in reception centers.

The Ecumenical Humanitarian Organization will support the most endangered migrants, who are accommodated in reception centers in Serbia, by providing unconditional financial assistance. Cash cards will be distributed every month for 980 most endangered migrants, on which the amount of 35 euros in dinar equivalent will be credited for 8 months. This type of help gives people the opportunity to regain their dignity and gives them the flexibility they need to assess their specific needs.

The Ecumenical Humanitarian Organization invites financial service providers to submit their bids related to the production and delivery of gift / cash cards in accordance with the instructions and technical specification:

1. Production of a total of 7840 gift / cash cards during the project duration (planned project duration: April - November 2022), which would average about 980 cards per month. By the 7th of the month, the Ecumenical Humanitarian Organization submits a written request to the financial service provider for the number of gift / cash cards for that month, in accordance with the needs of the project.

2. Gift / cash cards are made and used in accordance with the General Terms and Conditions of the financial service provider;

3. Submission of monthly consumption reports or financial statements;

4. Gift / cash cards must have a validity period in accordance with the completion of project activities, ie. validity period until 31.12.2022. years.

Manner of submission and deadline for submission of bids:

A bidder may submit only one bid.

The bid shall be submitted in writing, in one copy and must be clear and unambiguous, legibly filled in, certified and signed by the authorized person of the bidder.

The bid is submitted in a sealed envelope to the address of the procuring entity: Ecumenical Humanitarian Organization, Ćirila i Metodija 21, Novi Sad with the obligatory indication on the face of the envelope: "Bid - do not open - For the project Humanitarian Assistance and Protection Related Interventions to People on the Move in Serbia" by surface mail or in person. The name and address of the bidder, telephone number, as well as the name and surname of the contact person must be stated on the back of the envelope.

The offer must be made in Serbian.

The deadline for submitting bids is March 25, 2022, by 12:00 clock GMT+1.

All bids that arrive at the address of the ordering party by March 25, 2022 by 12 o'clock shall be considered timely. Untimely bids will not be considered, and will be returned unopened to the bidder.

Place and time of bid opening:

The opening of bids shall take place on March 25, 2022 at 12:30 pm in the Ecumenical Humanitarian Organization, Ćirila i Metodija 21, Novi Sad in the director's office.

Minutes shall be made upon the opening of bids which shall be submitted to the timely bidders within 3 days from the bid opening day. The decision on contract allocation shall be made within 5 days from the bid opening day. The contract in the pertaining procedure shall be made within 8 days from the contract allocation decision day.

Currency and price formulation:

The price in the bid shall be expressed in Serbian dinars, both with and without taxes. The price is fixed. The price should be formed so that it includes all costs that the bidder may have in the pertaining procurement (card production, possible commissions and all known costs in advance). Payment shall be made on the basis of the invoice issued by the bidder to everything and in the manner and conditions determined by the contract.

Communication in the bidding process:

In the process of obtaining bids, communication takes place in writing, ie by mail, e-mail or fax.

Additional information or clarifications:

The interested person may, in writing, request from the procuring entity additional information or clarifications regarding the preparation of the bid, and the procuring entity is obliged to submit a response. The bidder may request additional information or clarifications only in writing by sending a question by e-mail to milica@ehons.org.

Contract award criteria:

The criteria for contract allotment for the subject procurement is the lowest offered price and that the bid meets all the previously stated conditions. If two or more bidders may have bids with the same offered price, the contract shall be allotted to the sender of bid with earliest sending date including earliest record entering at the bidder.
