Project Associate – Monitoring and Evaluation (M&E) Officer

Short job description:
The Ecumenical Humanitarian Organization is one of the leading civil society organizations in Serbia, which through practical action contributes to building a just society in which diversity is respected. EHO's target groups are vulnerable and marginalized groups whose human rights are violated and/or discriminated against.
The Monitoring and Evaluation (M&E) Officer will be responsible for designing, implementing and overseeing the project’s monitoring and evaluation framework to ensure that all project activities and objectives are properly monitored and evaluated. The M&E Officer will collect, analyze and report data related to project performance, ensuring that both quantitative and qualitative results are documented. This position involves close coordination with project staff, beneficiaries and the Commissariat for Refugees and Migration (KIRS).
The overall objective of the project "Empowering Refugees in Serbia" is to improve the well-being, integration and independence of vulnerable Ukrainian and Middle Eastern refugees and migrants in Serbia by addressing their key challenges. Through a combination of psychosocial support, education, vocational training and cultural integration activities, the project seeks to empower these individuals to overcome the challenges they face, including trauma, social isolation and economic hardship.
The project is implemented by the Ecumenical Humanitarian Organization from Novi Sad in PC Bujanovac and Vranje with financial support from the UMCOR.
Key responsibilities:
1. Monitoring and data collection tools
- Design and implement a comprehensive monitoring and evaluation plan to track project progress against established indicators.
- Developing and managing data collection tools, including surveys, feedback forms, attendance lists, and digital tools (e.g., Microsoft Forms, Google Forms).
- Ensuring the use of appropriate quantitative (e.g. attendance records, assessment results) and qualitative (e.g. interviews, focus groups) methods for data collection.
- Conducting initial, mid-term and final surveys to assess the impact of the project on participants.
- Oversee data collection and pre- and post-training assessments for language, vocational and digital skills courses.
2. Data analysis and reporting
- Analyzing quantitative and qualitative data to measure progress towards project goals and generate insights.
- Preparing monthly, quarterly and annual M&E reports summarizing project achievements, areas for improvement and overall impact.
- Developing data dashboards or visual presentations to clearly communicate findings to the project team, donors, and KIRS.
- Assist the project team in decision-making by providing timely feedback based on the M&E data collected.
3. Field monitoring
- Conducting on-site visits to the reception centers in Vranje and Bujanovac to monitor the implementation of project activities, including educational programs, psychosocial support, sports programs and cultural activities.
- Ensuring that attendance lists and feedback forms are properly completed and archived for each activity.
- Collaborate with project staff to identify potential problems or delays and propose solutions to keep activities on track.
- Collaborate with KIRS staff and participants to ensure smooth implementation of project activities and M&E processes.
4. Feedback mechanisms and complaints management
- Developing and managing feedback mechanisms, including anonymous feedback forms, QR codes, and direct communication channels through which participants can express concerns, complaints, or suggestions.
- Ensuring that all feedback and complaints are resolved within a reasonable time in coordination with the project team and KIRS, with reports on resolution and outstanding issues.
- Ensuring that all personal data collected from participants is processed in accordance with GDPR rules, ensuring their privacy.
Key skills and competencies:
- Active driver
- Knowledge of English and Serbian languages
- Computer literacy;
- Ability to analyze quantitative and qualitative data using software such as Excel, SPSS and/or other data management tools.
- Experience in developing and implementing M&E frameworks, including data collection methods and tools (e.g. surveys, feedback forms).
- Strong interpersonal and communication skills for engaging with project beneficiaries and stakeholders, including the ability to clearly explain M&E processes.
- Ability to work in a team;
- Commitment, efficiency, flexibility, desire for results, respect for diversity, creative thinking;
- Knowledge of GDPR principles to ensure that all collected data is processed securely and in accordance with legal guidelines.
Qualifications:
- Bachelor's or Master's degree (social studies, management, or other related fields)
- At least 5 years of experience in monitoring and evaluation, data collection and reporting in humanitarian or development projects.
- Experience working with vulnerable populations, especially migrants, asylum seekers and refugees, is an advantage.
