1. Introduction
Within the framework of the project "Improving the competences of local self-governments in the contracting of home care social services", qualified consultants are invited to apply for the provision of training services, development of best practices and establishment of a support network for local government officials. The engagement period is 01.02.2025.-31.12.2025.
The project aims to improve the capacity of local governments to effectively contract social home help services, through the development and implementation of specific activities, including training, development of best practice guides, and creation of a support network for cooperation and exchange of experiences.
2. Tasks and activities
Consultants will be engaged for the following activities:
Training and capacity building:
- Organizing and conducting workshops and seminars on the topic of procurement processes, regulations and best practices in contracting home care services
- Developing materials and courses tailored to the needs of local governments
- Providing mentoring and practical sessions for local government officials
Development of best practices:
- Conducting an analysis of existing service procurement practices in different municipalities
- Identification and documentation of successful case studies and models
- Developing and publishing a best practice guide for contracting domestic help services
Establishing a support network:
- Guiding and facilitating a peer-to-peer network for local government officials
- Providing technical support for the establishment and management of the support network
- Organizing webinars and discussions to exchange experiences and solutions
3. Qualifications and experience
Consultants should meet the following requirements:
- Minimum 5 years of experience in the field of service procurement, public procurement or social services
- Knowledge of the process of contracting social services within local governments
- Experience in training and capacity building on procurement and service management topics
- Examples of documenting and developing best practices in similar projects have been created
- Experience working with local authorities, government organizations or international projects is desirable
- Excellent knowledge of working with MS Office suite and other relevant tools for developing training materials
4. Login
Consultants interested in engagement can submit an application that should include:
- A short curriculum vitae (CV) with relevant experience
- Evidence of previous experience relevant to the subject of the call
- Proposal of a methodology for implementing training, developing best practices and network support
- Financial offer (daily/monthly fee or total price for the contracted engagement period)
5. Application deadline
Interested consultants should submit applications no later than January 31, 2025 to the e-mail address borka@ehons.org
The selected consultants will be invited for an interview, after which they will be selected based on the quality of their offer, experience and work methodology. After selection, a service contract will be concluded, which will be defined in accordance with the needs of the project.
