Online presentation of the general model Rulebook on additional financial support to families with children

Guided by facts that the family is a pillar of society and the foundation for the full development of every child, and also that the material position of the family plays a major role in this development, Ecumenical Humanitarian Organization (EHO) gives a special attention to one of the most sensitive social issues - insecurity of those families who live on the edge of existence and society itself.

The Law on Financial Support to Families with Children ("Official Gazette of the RS", No. 113/2017 and 50/2018) provided for the possibility for each local self-government unit to determine a larger scope of rights than rights, including more favorable conditions for their realization (Article 11). Also, the Rulebook on closer conditions and manner of exercising the right to financial support to families with children ("Official Gazette of RS", No. 58/2018) provides specific guidelines  on conditions and stipulations for a feasible exercise of general interest rights.

The general model of the Rulebook on additional financial support to families with children, according to the current epidemiological situation in RS, was presented on November 4, 2020 through the Zoom platform, where participants / representatives of partner local self-govrrnments had insight into the proposal and justification for adopting a general model of this Rulebook, and after the discussion, conclusions were made and some new initiatives will be taken in the coming period.

The general model of the Rulebook on additional financial support to families with children was developed on the basis of the model of the Rulebook developed for the partner municipality, the municipality of Raška, based on the indicated needs of this local self-government. In the process of data collection from the practice of 30 local self-governments with different development levels, typical models of additional financial support to families with children were identified, applied in most local self-government units, so the general model of the Rulebook is based on standardized models and each local self-government has the possibility to adapt it to its needs.

The ultimate goal of the Rulebook is the protection of fundamental human, children's, social and economic rights, and their full implementation, beside the general support and protection of families with children.

Development of a general model of the Rulebook on additional financial support to families with children is a part of the activities on the project "Social inclusion of Roma and other vulnerable groups in Serbia 2019-2022" implemented by EHO in partnership with 11 local governments (Novi Sad, Žabalj, Šabac, Belgrade - Zvezdara , Belgrade - Obrenovac, Aranđelovac, Smederevska Palanka, Požega, Kragujevac, Raška and Surdulica). The project is aims at support to the process of improved living quality and to the social inclusion of Roma and other vulnerable groups in the Republic of Serbia. The project is financially supported by longtime international partner HEKS / EPER from Switzerland and is part of the legal component of the mentioned project.

The presentation of this presentation was in the hands of the Ecumenical Humanitarian Organization and the Institute for Mediation, Negotiation and Public Policy from Novi Sad.
